Job title: Regional Training Coordinator, Project Pehchan (Job code CAL-PEH-RTC-0711) Employing organization: Solidarity and Action Against The HIV Infection in India (SAATHII), India Location: Kolkata, India Date of Issue: July 22, 2011 Closing Date: July 27, 2011 About SAATHII: SAATHII, a non-government organization founded in 2000, works to strengthen the capacities of individuals and organizations working on sexual and reproductive health (SRH) and HIV in India through information dissemination, networking, advocacy, research and technical assistance services. It is known for innovative and multi-sectoral initiatives in the SRH, HIV and associated fields. SAATHII is registered as a tax-exempt charitable trust with offices in Chennai (Head Office), Kolkata, Hyderabad, Karur, Bhubaneswar, Jaipur, Imphal and Nagpur. Job Descriptions: SAATHII is implementing a long term project titled “Project Pehchan: MSM, Hijra and TG Community Systems Strengthening”, in partnership with emerging and existing CBOs in the states of West Bengal, Orissa, Jharkhand and Manipur, with funding support from the Global Fund for AIDS, Tuberculosis and Malaria (GFATM), and technical assistance from India HIV/AIDS Alliance, New Delhi. Main objectives of this intervention are: a) To strengthen community systems that reach MSM, Hijra and transgender (TG) communities; b) To increase the number of beneficiaries reached by such systems; c) To strengthen the relevant health system resources and d) To increase knowledge and advocacy for MSM, Hijra and transgender concerns. The overall project entails development and strengthening of 200 CBOs across 17 states in India to reach almost 500,000 targeted individuals with HIV messages and services over a period of five years. SAATHII will be partnering 38 of these CBOs in four states. SAATHII is looking for a suitable individual for the post of Regional Training Coordinator, Project Pehchan. Job Description of Regional Training Coordinator, Project Pehchan: The Regional Training Coordinator will be responsible for the planning and implementation of capacity building components with the MSM, Transgender and Hijra communities in the abovementioned states. S/he will work closely with the trainers (appointed by India HIV/AIDS Alliance) for developing and designing the training curriculum and will ensure the successful implementation of the training / capacity building activities planned for the said region. S/he will also ensure the quality of the training programmes through effective and innovative evaluation methods and quality control mechanisms. The Regional Training Coordinator will be responsible for the results of his / her capacity building inputs and management, supporting the Project Manager and the Project Officer: Training in ensuring the overall success of the training programmes organized under the project. S/he will also be responsible for best practice documentation, from the lessons learnt. The major areas of responsibility of the Regional Training Coordinator are as follows: 1. In close co-ordination with the Project Manager: Training (based in India HIV/AIDS Alliance, New Delhi), ensuring effective implementation of the training activities in the respective region. 2. Contributing to designing, developing and implementation of the trainings and capacity building programmes, as well as resources to strengthen the capacity of the CBOs, and also to address the needs of vulnerable communities. 3. Contributing to the development of training plans for the respective region based on the requirement of the target audience and keeping in mind their context, language, and the knowledge level. 4. Supporting the Project Manager: Training in reviewing the various modules developed for the training programmes, and ensuring that the same are in line with the requirement and deliverables of the training component of the overall project. 5. In close coordination with Project Officer: Organizational Development, identifying relevant external technical support that may be required for carrying out the training programmes in respective region. 6. Supporting the Programme Manager: Training in organising training for the master trainers (ToT) before the commencement of training programme for the CBOs at the national level. 7. Supporting the Programme Manager: Training in the contracting process for all external consultants/agencies in relation to the training /capacity building programmes. 8. In collaboration with the relevant project team members, developing a robust monitoring and evaluation framework for trainings and capacity building activities to gauge the progress and impact of capacity building programmes in respective region. 9. In coordination with other project team members, developing and implementing a customized quality control framework that ensures trainings under this project are translating into quality programmes. 10. Strong understanding about the ground realities of respective regions and ensuring that the capacity building activities are in accordance to the requirement of the communities. 11. Providing and facilitating the delivery of technical assistance and capacity building support for strengthening the programme and organisational development of partner organisations in his/her respective region as and when required. 12. Ensuring all trainings and other capacity building initiatives in his/her respective region are documented in accordance with India HIV/AIDS Alliance’s internal training reporting procedure and communicates this information to external reports. 13. Ensuring that all training programmes at their respective region are carried out as per the timeline ensuring the quality of the deliverables 14. In coordination with other members in the team, maintaining the training file for the region up-to-date and in line with the requirement of the donor. 15. In coordination with the Training Assistant and agency (ies) involved in the logistics arrangements, ensuring that all logistics arrangements for the training programmes in his/her region is carried out effectively. 16. Working closely with the Programme Manager: Training to identify best practices from capacity building programmes, documenting them accordingly, developing plans for dissemination and sharing, and making a foster linkage between India HIV/AIDS Alliance and partner organizations to ensure lessons are shared. 17. Undertaking other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the Project Manager / Director and the post holder. Performance Measurables: 1. Level of satisfaction of CBOs and other relevant stake holders with the support available; 2. Quality as well as timeliness of the service deliverability (feedback/effectiveness of trainings, etc.); 3. Quality of contacts and ability to develop networks/linkages; 4. Quality of reports; 5. Quality of planning; 6. Adherence to annual plans and budgets; 7. Negotiation skills; 8. Multitasking capabilities; 9. Level of respect, internal and external; 10. Quality of co-ordination and level of respect within the team; 11. Adherence to and timely completion of the team/individual work/activity plans. Reporting: Regional Training Coordinator, Project Pehchan will report to the Project Manager: Training (based in India HIV/AIDS Alliance, New Delhi), as well as Kolkata Office Director, and function in coordination with project staff based in Kolkata, Bhubaneswar and Imphal. Skills and Qualifications Required: 1. Master’s degree or equivalent in social sciences, health or development field. Educational qualification requirement will be relaxed if there is adequate work experience. 2. At least 4 to 6 years of relevant project management experience in the health or development sectorsand at least 3 years of working in HIV prevention programmes, including experience in working with MSM, TG and Hijra populations. 3. Proven experience in developing and delivering training and capacity building programmes. 4. Demonstrated experience working with trainers and conducting training-of-trainers for existing trainers as well as new trainers. 5. Demonstrated knowledge and understanding of development issues and the HIV epidemic(s) in India, particularly in relation to MSM, TG and Hijra populations and other vulnerable populations. 6. Excellent analytical, writing and verbal communication skills. 7. Experience of working with multiple stakeholders in civil society and the government at different levels. 8. Experience of providing technical support to and capacity building of organizations, especially those working at the community or grassroots level. 9. Good command over English and Hindi languages (written and spoken). Ability to speak and write in Bengali, Oriya and / or Manipuri languages will be considered an added qualification. 10. Ability to work independently and in a team 11. Demonstrated knowledge base and documentation skills in relation to gender, sexuality, human rights and HIV/AIDS communication 12. Proficiency in computer usage (including Microsoft Office software and internet) 13. Willingness to travel extensively in the project mentioned earlier. Monthly pay amount: A maximum amount of Rs.35,000/- per month as cost to organization.
